As health professionals were mobilised to play the role of first responders when COVID-19 hit, health systems have sought ways to increase the number of staff available and to make the best use of their work.

Countries with high numbers of doctors and nurses may have a greater capacity to respond to the COVID-19 pandemic as it continues. In countries with fewer doctors and nurses per population, the existing workforce continues to be even more stretched in their attempts to address care demands arising from the COVID crisis.
