From 11-22 November, the OECD is supporting the 29th meeting of the Conference of the Parties (COP29) to the UN Framework Convention on Climate Change (UNFCCC) including with technical analysis and the participation of senior OECD officials in COP29 and related events.
The OECD’s presence will be supplemented by a full programme of events on the ground in Baku as well as online at the OECD COP29 Virtual Pavilion.

Presentation of the OECD Review on Aligning Finance with Climate Goals: Assessing Progress to Net Zero and Preventing Greenwashing
This event will showcase the inaugural OECD Review on Aligning Finance with Climate Goals, bringing together best-available evidence on assessing the degree to which financial sector policies are aligned with climate change mitigation goals.
The report identifies actions for policymakers and financial sector stakeholders to move beyond a continued low degree of climate alignment while improving evidence bases and addressing greenwashing risks.

The Climate Action Monitor 2024: Providing information to monitor progress towards net zero
The OECD’s Climate Action Monitor provides an annual assessment of policy progress made by OECD and OECD partner countries towards their net-zero targets.
This year's edition presents an in-depth evaluation of net-zero-targets, major climate-related hazards, and key trends in climate action – including whether current 2030 GHG emission commitments are ambitious enough to meet the Paris Agreement temperature goals.

Connecting the Dots: Implementable and Investment-ready NDCs
OECD Secretary-General Mathias Cormann will deliver the keynote address and moderate the country interventions during this in-person event.
The latest analysis on the calculation and use of carbon intensity metrics from the Inclusive Forum on Carbon Mitigation Approaches (IFCMA) will be presented at the “Connecting the Dots” event taking place in Baku.
The new IFCMA report, Towards more accurate, timely, and granular product-level carbon intensity metrics: challenges and potential solutions will highlight the approaches and common challenges faced in calculating carbon intensity metrics, especially for emission-intensive trade-exposed sectors.
This event will go on to explore how ambitious Nationally Determined Contributions underpinned by well-designed policies and robust investment plans can support economic growth and development.
The IFCMA and its 59 members are helping countries work towards common approaches for calculating the carbon intensity in products, to support the development of low-carbon goods markets while safeguarding free and open trade.

Press conference ahead of Climate Club Leaders Meeting with Heads of State and Heads of Government from Climate Club members
Journalists are invited to a press conference with Fatih Birol, Executive Director of the IEA, co-host institution of the Climate Club Interim Secretariat and Olaf Scholz, Chancellor of Germany, co-chair country of the Climate Club.
The press conference will take place ahead of a meeting of the leaders of Climate Club members moderated by OECD Secretary-General Mathias Cormann. The strategic discussion will focus on the further development of the Club, including opportunities for increased co-operation to accelerate industrial emissions reductions and to consider the potential unintended consequences of climate policies.

Implementing win-win exporter-importer methane abatement partnerships for a just transition
This in-person event will present the OECD’s new report Methane Abatement in Developing Countries: Regulations, Incentives and Finance, which recommends robust regulatory frameworks for methane abatement in the upstream oil and gas sector, outlines incentives and enabling conditions for cost-effective solutions, and identifies financing options to move from voluntary commitments to concrete actions.

Accelerating investment in climate adaptation: The OECD’s Climate Adaptation Investment Framework
This virtual session will launch the OECD Climate Adaptation Investment Framework, developed to help governments put in place the policies needed to increase public and private investment in climate change adaptation. It will include a panel discussion on how governments, multilateral development banks (MDBs) and the private sector can help to unlock adaptation investment at scale.

Planning for the next phase of emissions reduction via carbon pricing: Setbacks and developments
This virtual discussion will consider the trends and developments in carbon rates and energy taxation across the globe.
A new OECD report, Pricing Greenhouse Gas Emissions 2024: Gearing Up to Bring Emissions Down, provides a detailed overview of the evolution of explicit carbon pricing instruments as well as specific taxes and subsidies on energy use between 2021 and 2023 across 79 countries, covering approximately 82% of greenhouse gas (GHG) emissions globally.

Mobilising for climate action: Countries, MDBs and private sector implementing the Paris Agreement
This in-person event will discuss how mobilising climate finance from the private sector is key to delivering on the goals of the Paris Agreement. The session will focus on the role of donor and developing country governments, MDBs, and private investors in scaling up and accelerating private finance towards climate action in emerging markets and developing economies (EMDEs), including through country platforms and the deployment of innovative financial instruments.
