Global warming is accelerating at a rapid pace, with 2023 almost reaching a 1.5°C increase above pre-industrial levels. As greenhouse gas emissions continue to rise, the impacts of climate change are projected to increase. While cities and local governments are going to bear many of these impacts, they also have the potential to effectively address many of them by promoting climate adaptation and resilience as well as by cutting greenhouse gas emissions.
Cities and regions are at the forefront of climate action. Many cities and regions have adopted climate targets that are more ambitious than those of their national governments and are already implementing measures to mitigate and adapt to climate change. However, to fully deliver on their potential, local governments need national support, as well as a conducive policy and institutional framework.
The OECD Programme “A territorial approach to climate action and resilience” supports local governments in their efforts to develop and implement their climate plans, strategies, and policy instruments in support of ambitious climate action.
