Costa Rica and France have co-organised UNOC3 held on 9-13 June 2025 in Nice, France. The conference brought together representatives of 175 countries, including more than 60 Heads of State and Government, marking a critical moment for advancing multilateral cooperation on ocean sustainability.
UNOC3 resulted in the Nice Ocean Action Plan, which is a two-part framework that comprises a political declaration adopted by consensus and a list of over 1 000 voluntary commitments from stakeholders.
The conference highlighted the value of the OECD in providing unique data, analysis, and policy guidance to help countries translate global commitments into concrete, actions for their economic development, and to advance progress to conserve and sustainably use the oceans, seas and marine resources.
The OECD was present with a delegation led by its Secretary-General Mathias Cormann, with participation from all the directorates working on shaping a sustainable future for our ocean, who presented actionable policy advice and original economic analysis on ocean issues.
