The Digital Government Review of Luxembourg was prepared by the OECD Directorate for Public Governance (GOV), under the leadership of Elsa Pilichowski.
The review was produced by the Open and Innovative Government Division (GOV/OIG) led by Carlos Santiso, and under the supervision of Barbara-Chiara Ubaldi, Head of Digital Government and Data Unit.
Chapters 2 and 3 were written by Ethel Tan and Felipe González-Zapata; Chapter 4 was written by Cecilia Emilsson; Chapter 5 was written by Felipe González-Zapata. All chapters benefitted from the strategic orientation and revisions of Barbara-Chiara Ubaldi. Felipe González-Zapata served as the lead co-ordinator of the review.
