In November 2009, Morocco adhered to the OECD Declaration on International Investment and Multinational Enterprises following an initial Investment Policy Review. Morocco has since become an associate member of the OECD's Investment Committee and participates actively in its work. This second Review was conducted as part of Phase 2 of the OECD-Morocco Country Programme. It analyses the investment climate in Morocco and the challenges and opportunities facing the Moroccan government in its reform efforts. The Review draws on the OECD Policy Framework for Investment, the OECD FDI Qualities Policy Toolkit, the OECD Guidelines for Multinational Enterprises and other instruments under the responsibility of the OECD Investment Committee. It includes chapters on foreign direct investment trends and their impact on the Moroccan economy and society, the legal framework for investment, the Moroccan approach to bilateral and regional investment agreements, investment promotion and facilitation, investment in support of regional development, policies to promote responsible business conduct, and investment in digital transformation.
