Development co-operation providers fund climate change mitigation and adaptation projects in developing countries, as well as activities aimed at achieving other environmental objectives such as preserving biodiversity. The OECD collects activity-level data on climate-related development finance and makes it publicly available, with a data explorer tool and regular analysis of latest trends.
Development Assistance Committee (DAC) members must report to the DAC whether an activity they support pursues climate change adaptation, mitigation, biodiversity or desertification as its principal objective, as a significant (secondary) objective, or if it does not target the objective.
The database provides comprehensive granular data from the early 2000s that can be viewed in two ways: with a provider perspective (which includes imputed multilateral contributions for climate change) or with a recipient perspective (which includes climate outflows from multilateral institutions).
The publicly available dataset goes beyond climate-related ODA from DAC members to also include data on non-concessional development finance from DAC members (called Other Official Flows), and on both concessional and non-concessional development flows from other bilateral providers and multilateral institutions.
It also includes data on support provided by philanthropic institutions. A separate dataset is available for private finance mobilised by official interventions.
DAC members' bilateral ODA for climate change is on an upward trajectory, both in volume and as a share of the total. In 2021-22, such ODA represented about a third of members' total bilateral allocable ODA, with an almost equal split between adaptation only, mitigation only, and dual objectives.
Bilateral ODA supports adaptation and mitigation objectives differently. Climate mitigation is more often the principal objective of the activity, while climate adaptation is mostly a significant objective.
Overall, 40% of total climate-related ODA is identified with a principal objective.
Support for mitigation dominates in sectors with more potential for greenhouse gas emission abatement, such as transport and energy.
Support for adaptation focuses more on those closely linked to nature, such as agriculture, forestry and fishing, or water supply and sanitation.
