The current global context underscores the need for governments to further modernise their public administrations. This modernisation is crucial for increasing government capacity and resilience in response to ongoing crises and global, cross-cutting challenges. Integrated analysis of public governance systems can support countries in identifying and delivering on their priorities, moving closer to OECD standards and benchmarks. In line with the OECD Policy Framework on Sound Public Governance, Public Governance Reviews (PGRs) and Monitors (PGMs) provide a comprehensive 360-degree diagnostic of the governance system. They offer actionable recommendations, assist governments in addressing their governance challenges with relevant tools and instruments, and monitor the progress made as well as the remaining goals to be achieved.

PGRs and PGMs aim to highlight the outcomes of public governance for the country and assess the effectiveness of the public sector against these outcomes and identify areas for improvements, looking at the at the responsiveness, reliability, openness, integrity and fairness of the government.
The current context calls for public administration modernisation to ensure that it has the capacity and instruments to transform and respond both to growing demands by citizens and to contemporary global challenges. Most governments are under increased pressure to deliver and modernise as they are faced with low citizens’ trust in public institutions and increased public demands for transparency, better representation, and better quality of public services. Providing a comprehensive and integrated analysis of a country’s public governance system can help identify the strengths and challenges facing its public administration and support the implementation of reforms. Reviews focus on key priority public governance areas that have been identified by the government in support of more sound, effective and transparent public governance systems.
