The Global Law Enforcement Network against Transnational Bribery (GLEN) has been operating since 2015 to strengthen global enforcement actions against complex cross-border corruption crimes. The GLEN serves as a hands-on, practitioner-focused platform for law-enforcement officials from the Working Group on Bribery and other jurisdictions championing the fight against transnational bribery to:

• promote international co-operation in the investigation and prosecution of complex cross-border corruption crimes
• establish professional contacts and foster confidential discussions on real-life cases amongst practitioners
• develop technical capacities through peer learning and exchange of good practices.

The OECD promotes Business Integrity Roundtables and other public-private dialogues to improve business integrity measures in international markets and promote anti-corruption compliance. These events bring together private sector, government, law enforcement and civil society representatives from OECD Member and non-Member countries to discuss trends and challenges, as well as identify good practices for promoting business integrity. The Business Integrity Roundtables, which focus on business integrity measures included in the 2021 Anti-Bribery Recommendation contribute to the development and dissemination of knowledge products. 

The Global Dialogue provides a platform for the countries that are Parties to the OECD Anti-Bribery Convention to engage with other countries. The Global Dialogue aims to promote peer learning with countries of strategic interest with a view to building their understanding and knowledge of the Convention, and to learn and exchange best practices on what countries are doing to fight international bribery and corruption. 

Established in 1998, the Anti-Corruption Network for Eastern Europe and Central Asia covers 24 countries including five Working Group on Bribery Members (Bulgaria, Estonia, Latvia, Lithuania and Slovenia) and two OECD Accession candidate countries (Croatia and Romania). The Network supports its member countries in their efforts to prevent and fight corruption and provides a forum for promoting anti-corruption reforms and exchanging good practices. Within the framework of the Istanbul Anti-Corruption Action Plan, the Network conducts comprehensive peer reviews of its member countries. To facilitate engagement and experience-sharing on good anti-corruption practices in the region, the Network has created thematic peer learning programmes, the Law Enforcement Network and Business Integrity Group.

Established in 1999 jointly by the Asian Development Bank and the OECD, the Anti-Corruption Initiative for Asia and the Pacific brings together 34 economies of the region. Four members of the Working Group on Bribery are members of the Initiative, namely Australia, Korea, Japan and New Zealand. The Initiative supports countries’ efforts to build effective and sustainable anti-corruption mechanisms through fostering policy dialogue, policy analysis, capacity building and technical assistance. The Initiative carries out the Anti-Corruption Action Plan for Asia and the Pacific through three main workstreams, which include the Law Enforcement Network, the Business Integrity Network and the Public Integrity Network.

The OECD and the African Development Bank (AfDB) have partnered since 2008 to support African governments in their efforts to combat bribery and corruption. The Joint Initiative aims to support its 21 member countries in increasing capacity for effective anti-bribery enforcement, improving corporate integrity and accountability, and supporting international anti-bribery efforts while promoting growth through an environment conducive to attracting foreign investment. The Africa Law Enforcement Network was inaugurated in 2024, under the leadership of Mauritius that is a Participant in the Working Group on Bribery and South Africa, which is a long-standing Party to the Anti-Bribery Convention.

The OECD-Latin America and Caribbean Anti-Corruption Initiative, which was established in 2007 with the support of the Inter-American Development Bank and the Organization of American States, aims to promote the Convention and strengthen its implementation in the region. The Initiative provides a platform for Working Group on Bribery Member countries and non-Members from the region to compare experiences, share good practices and discuss challenges in the fight against corruption. The Law Enforcement Network for Latin America and the Caribbean is one of the most active of the Working Group’s regional law enforcement networks. It benefits from the involvement of Members of Working Group on Bribery, including Costa Rica and Peru that act as Co-chairs of the Network.

While there is no dedicated outreach initiative for the Middle East and North Africa, there has been broader OECD engagement with this region. At the regional level, the MENA-OECD Initiative on Governance and Competitiveness for Development, which is a horizontal cross-directorate programme of the OECD, helps governments strengthen their anti-corruption frameworks. As part of this Initiative, the MENA-OECD Business Integrity Network brings together government and private sector stakeholders to promote business integrity in the region. Country-specific projects focus on promoting business integrity through awareness-raising, capacity-building, and multi-stakeholder dialogue as well as strengthening law enforcement.

The second phase of the OECD-Egypt Country Programme, whose implementation started in 2024, supports Egypt in aligning its anti-corruption legal and institutional frameworks with international standards, including the OECD Anti-bribery Convention, as well as promoting public-private partnerships and collective action for business integrity.

The second Phase of the OECD-Morocco Country Programme, whose implementation started in 2021, provides Morocco with expertise and key recommendations based on OECD standards and includes a review of Morocco’s legal and policy frameworks for combating corruption against the criteria for accession to the OECD Anti-Bribery Convention.

As part of a Memorandum of Understanding to deepen co-operation with the OECD, the OECD is supporting Saudi Arabia to accelerate reform efforts to align its legal frameworks with the criteria for accession to the OECD Anti-bribery Convention and benefit from the experience of members of the OECD Working Group on Bribery in this reform process.

The second Phase of the OECD-Thailand Country Programme, whose implementation started in 2023, aims to support Thailand’s domestic reforms, bringing the country closer to OECD standards and includes a project geared toward supporting Thailand’s efforts to enhance its anti-corruption framework to align it with the criteria for accession to the OECD Anti-Bribery Convention. 

The OECD and the Government of Ukraine initiated a four-year OECD-Ukraine Country Programme in 2023 that supports Ukraine’s agenda for reform, recovery and reconstruction and helps Ukraine advance its ambitions to join the OECD and the European Union. The Programme supports Ukraine’s fight against corruption by delivering law enforcement capacity building, conducting a review of Ukraine under the 5^th round of the Istanbul Anti-Corruption Action Plan and providing capacity building and networking opportunities through Ukraine’s participation in the Anti-Corruption Network for Eastern Europe and Central Asia’s Law Enforcement Network and Business Integrity Group, and the Global Law Enforcement Network against Transnational Bribery.
