In France, the General Directorate for Employment and Professional Training (DGEFP), part of the Ministry of Labour, designs, implements, manages and monitors public policies in the areas of support for professional transitions, professional integration, continuing vocational training and work-related training, and economic and social change. The DGEFP plays an essential role in helping stakeholders address the challenges they face, including the green transition. It is currently developing a roadmap to enable a fair green transition, through appropriate employment and training policies aimed at ensuring equitable workers’ transitions, creating new opportunities in sustainable sectors, and strengthening the skills needed to meet environmental challenges while promoting social inclusion. The DGEFP has requested the support of the DG Reform of the European Commission to help consolidate and implement the roadmap as part of its technical support instrument. The European Commission has designated the Organisation for Economic Co-operation and Development (OECD) to implement the project. 

The project will run for 18 months, ending in January 2026. The first phase of the project will assess the readiness of selected schemes for the green transition and will analyse good practices of countries that have introduced and adapted policies to foster the transition. This first phase will conclude with seminars bringing together national stakeholders and international experts. The second phase will be devoted to the development of an action plan, an impact assessment methodology, a contribution to a training plan for DGEFP’s staff and a toolbox to support the implementation of the action plan. The project will conclude with a final event to present these outputs to the main stakeholders. The work will be based on in-depth desk research as well as several interviews, consultations and workshops with all the actors involved in managing and implementing the selected schemes. During these meetings and events, stakeholders will be invited to share their experiences, the challenges they face in practice and the thoughts they may have on the best ways to green the schemes.
