The Spanish labour market faces a number of structural challenges that could be addressed through improvements in the areas of skills mismatches, precarious forms of work, high youth unemployment rates, and high levels of labour market segmentation. In response to these challenges, the Spanish government has put forward ambitious employment initiatives within the Spanish RRP aimed at facilitating a dynamic, resilient and inclusive labour market and supporting the acquisition of green and digital skills.
Strengthening policies and governance arrangements within the Spanish National Employment System
The OECD and the European Commission are providing technical support to the State Public Employment Service of Spain (SEPE) to identify good practices among selected active labour market policies (ALMPs) implemented within the Spanish Recovery and Resilience Plan (RRP).

Starting in September 2023 and for a period of 20 months, the OECD, in cooperation with the European Commission, will work with SEPE to conduct a qualitative assessment of selected ALMPs implemented within the Spanish RRP. The OECD will develop an assessment framework composed of well-defined criteria that will help to assess the performance of ALMPs in a qualitative manner and to identify good practices that could potentially be transposed to other regions or groups of clients. The results of the assessment will feed into benchmarking of ALMPs and mutual learning among regional Public Employment Services and SEPE and will be used to develop a set of recommendations for the regional PES and SEPE.
Relevance for other countries
This type of support could be relevant to other countries seeking to assess qualitatively the performance of ALMPs. Particular areas that may be of interest to other countries include i) how to design a qualitative assessment framework composed of well-defined criteria suitable to assess diverse ALMPs; ii) how to identify good practices that could potentially be transposed to other regions or groups of clients; and iii) how to enhance PES capacity to promote and coordinate effective implementation of ALMPs.
