The OECD secretariat will present and discuss the main findings from the report Tobacco Taxation in Latin America and the Caribbean (available 28 October 2024). The report finds that the social and economic costs of tobacco use across LAC countries significantly outweigh the revenue raised from tobacco taxes. The report shows that while countries in the region have gradually, albeit partially, aligned their tobacco tax policy with the World Health Organization best practices, progress on tobacco excise tax reform has stagnated since 2012 and significant scope for improvement remains.
The OECD secretariat will present the main findings from the report, including tobacco tax policy and administration recommendations, and answer questions from participants. Mauricio Cárdenas (former Minister of Finance of Colombia) and Patricia García (former Minister of Health of Peru) will provide opening remarks on why this report matters for tobacco taxation reform in Latin America and the Caribbean. Johanna Birckmayer from Bloomberg Philanthropies will conclude.
