In a context of tight fiscal space, this year’s report analyses alternative sources of financing –at national, regional, and international levels– to fund development agendas. It provides policy recommendations for governments to improve the way they spend revenue, collect taxes and manage public debt. It stresses the strategic role of the private sector, and how deeper financial markets can help channel more private investment towards development goals. Finally, the report underscores the necessity for strengthened international finance and partnerships to catalyse international resources towards the region.
