Consumer data rights are gaining more attention across the globe as more consumers come to rely on data-driven services in the digital economy. This paper looks at the role for competition policy and enforcement in driving competitive outcomes in markets involving consumer data. It was prepared as a background note for a discussion held at the OECD in June 2020 on consumer data rights and competition.
