The Better Regulation Practices across the European Union 2022 report was prepared by the OECD Public Governance Directorate under the leadership of Elsa Pilichowski. The project was led by Christiane Arndt‑Bascle and Paul Davidson under the direction of Nick Malyshev, Head of the Regulatory Policy Division.
The main report authors include Paul Davidson, Marie-Gabrielle de Liedekerke, Christiane Arndt-Bascle, and Renny Reyes. Guillermo Hernández drafted the section on regulatory oversight. Jan Hildebrandt and Marianna Karttunen drafted the section on international regulatory co-operation. Significant inputs were provided by Daniel Trnka, Deputy Head of the Regulatory Policy Division, and Camila Saffirio, Advisor, Public Governance Directorate, and research assistance was provided by Franz Karg, Estera Szakadatova and Ernesto Truqui. Composite indicators and country profiles for OECD member countries are based on those published in the OECD Regulatory Policy Outlook 2021. Composite indicators and country profiles for the five EU Member States that are not members of the OECD (Bulgaria, Croatia, Romania, Cyprus, and Malta) benefited from significant inputs from Christiane Arndt-Bascle, Marie-Gabrielle de Liedekerke, Franz Karg, Renny Reyes, Yola Thuerer, and Supriya Trivedi.
We thank the members of the OECD Regulatory Policy Committee, BIAC, Gregor Virant, Bagrat Tunyan, Tatyana Teplova, Anna Piccinni, and government representatives of Bulgaria, Croatia, Romania, Cyprus, and Malta for their comments. The OECD Secretariat extends special thanks to government representatives from Denmark, Germany, Estonia, and Cyprus who provided supplementary information during a series of interviews as part of the project. The survey and indicators methodology was developed in close co-operation with the Steering Group on Measuring Regulatory Performance through a series of meetings and consultations.
