This report was prepared in the OECD Directorate for Employment, Labour, and Social Affairs (ELS). It was drafted by teams in the Jobs and Income Division and the Health Division, as well as the team working on active labour market policies in the Skills and Employability Division.
The action was funded by the European Union via the Technical Support Instrument, and implemented by the OECD, in co‑operation with the Directorate‑General for Structural Reform Support of the European Commission. Co‑operation with the Government of Spain and the European Commission’s Directorate‑General for Structural Reform Support (DG REFORM) has been instrumental in the project, with Ana Isabel Guzman de Torres and Esther Perez Quintana from the Ministry of Inclusion, Social Security and Migrations, and Elisa Gomez Aleman from the European Commission.
The project benefitted from input to policy questionnaires, discussions, virtual meetings and technical workshops with a wide range of stakeholders between March 2022 and March 2023, including stakeholders from regional social services and employment services; representatives of municipalities and provinces in Spain; national and international experts; and representatives of the Third Sector in Spain, such as Caritas, Cruz Roja, Fundación Secretariado Gitano, Hogar Si and Save the Children.
