This work originated from the suggestion made by South Africa to identify the key attributes of durable extractive contracts and the preliminary analysis of contractual practice carried out by the OECD Development Centre in 2015.
The initial draft of the Guiding Principles were prepared by the Development Centre, serving as Secretariat (Dr. Lahra Liberti, Head of Unit, Natural Resources for Development Unit, with support from Elliot Smith, Legal Analyst, Natural Resources for Development Unit). Subsequent drafts of the Guiding Principles were prepared by the Secretariat and benefited from the contributions received during the multi-stakeholder consultation process between December 2015 and June 2019.
