The overall framing and approach taken here was developed jointly by Gérard Bonnis of the Environment Directorate and Simon Buckle, Head of the Climate, Biodiversity and Water Division of the Environment Directorate, informed by many discussions with policy and academic experts working in these issues. Substantive inputs to the report were provided by: Gérard Bonnis (Chapters 1, 2, 3, 5 and Annex A); Marc Ribaudo, Economic Research Service, U.S. Department of Agriculture, Washington D.C. (Chapter 4); and Paul Drummond, Paul Ekins and Paolo Agnolucci, University College London (UCL) Institute for Sustainable Resources, London, United Kingdom (Chapter 6). Simon Upton, now the New Zealand Parliamentary Commissioner for the Environment, initiated the project during his period as Environment Director at the OECD.
The report also benefited from the presentations and discussions at the Workshop: ‘The Nitrogen Cascade and Policy: Towards Integrated Solutions’ jointly organised by the OECD and the UNECE Task Force on Reactive Nitrogen (TFRN), held in Paris on 9-10 May 2016 as well as a discussion at the meeting of the OECD Environment Policy Committee (EPOC) at Ministerial level (28-29 September 2016). The OECD Nitrogen Expert Group (NEG), established as an informal consultative group, provided advice on request throughout the preparation of the report.
