This report was prepared by Anne Lauringson, Judd Ormsby and Matija Vodopivec in the OECD’s Directorate for Employment Labour and Social Affairs under the supervision of Theodora Xenogiani (team leader). Statistical assistance was provided by Dana Blumin, with editorial assistance provided by Lucy Hulett and Natalie Corry.
Co‑operation with Sara Flisi and Fabio Berton from the European Commission’s Competence Centre on Microeconomic Evaluation of the Joint Research Centre and with Katarina Jaksic and Nora Wukovits-Votzi from the European’s Commission Directorate‑General for Employment, Social Affairs and Inclusion has been instrumental for the project and the preparation of this report.
The report has also greatly benefited from the information and assessments received from stakeholders in Greece who the OECD team met with during a fact-finding mission in July 2022. These included representatives from the Greek Public Employment Service (DYPA), the Ministry of Employment and Social Affairs, the Ministry of Digital Governance, the General Confederation of Greek Workers (GESS), the Hellenic Confederation of Professionals, Craftsmen, and Merchants (GSEVEE), the Hellenic Federation of Enterprises (SEV), researchers from the University of Crete, the Centre of Planning and Economic Research (KEPE), the Foundation for Economic and Industrial Research (IOBE), staff in the employment office of Piraeus, and Panos Tsakloglou, Deputy Minister for Social Insurance.
The excellent co‑operation with Spiros Protopsaltis (Governor of DYPA) and George Karachalios (Deputy Governor of DYPA) was invaluable for the success of the project. The work of Aliki Anitsi (data analyst in DYPA) was instrumental for the collection and linking of the necessary data across the different registers and for making them available to the OECD team. The help provided by Stavros Bakeas and his team (Ergani team, Ministry of Labour and Social Affairs), as well as that of Periklis Ntentopoulos (Computer Technology Institute and Press, Diofantos) were crucial for accessing data on employment outcomes, wage subsidy recipients and training programmes.
The report benefited from the comments received on earlier versions of this report through virtual meetings and in writing. Comments were provided by: various stakeholders in Greece; the European Commission’s Directorate‑General for Employment, Social Affairs and Inclusion; the European Commission’s Joint Research Centre / Centre for Research on Impact Evaluation; as well as Stefano Scarpetta, Mark Pearson, Mark Keese, Patricia Navarro-Palau and Emily Farchy at the OECD. The report was also shared with the OECD Employment, Labour and Social Affairs Committee and incorporates comments received from delegates.
The report was produced as part of the project “Pilot studies on impact evaluation of labour market and social policies through the use of linked administrative and survey data” which is co-funded by the European Union (European’s Commission Directorate‑General for Employment, Social Affairs and Inclusion) (VS‑2020‑0368).
