Under the direction and oversight of Marcos Bonturi, OECD Director for Public Governance, and Janos Bertók, Head of the Public Sector Integrity Division at the OECD, this review was co-ordinated by Senior Policy Analyst Jacobo Pastor García Villarreal, with support from Paulo Magina, Head of the Procurement Unit. The authors of the different chapters include Pétur Berg Matthíasson, Jacobo Pastor García Villarreal, Rossana Aragón Plaza, and Natalia Sandoval Peña. Fundación Idea provided the draft of the chapter on the revenue structure of ISSSTESON. Editorial assistance was provided by Meral Gedik, Juan Pablo Bolaños, and Thibaut Gigou. Rania Haidar and Aleksandra Bogusz provided administrative assistance. The OECD Mexico Centre, under the leadership of Roberto Martinez, and the staff in charge of publications, notably Alejandro Camacho, were instrumental in co-ordinating the editorial process for the Spanish publication.
This review is part of a series of governance reviews in OECD and G20 countries. It is also part of a series of sub-national reviews in Mexico to advance good governance of public procurement. The report benefited from the insights and comments from the staff in the different departments of ISSSTESON. During the fact-finding missions the OECD also met with staff from the Ministry for Control (Secretaría de la Contraloría General del Estado de Sonora), the Ministry of Finance (Secretaría de Hacienda del Estado de Sonora), Sonora’s Supreme Audit Institution (Instituto Superior de Auditoría y Fiscalización, ISAF), the Office of the State’s Legal Counsellor (Consejería Jurídica), and ISSSTESON’s Internal Control Body (Órgano Interno de Control, OIC), as well as representatives of suppliers, business chambers, and civil society organisations.
The OECD expresses its gratitude to the Government of the State of Sonora for its fruitful co-operation and leadership. In particular, the OECD would like to thank Governor Claudia Pavlovich Arellano; ISSSTESON General Director, Pedro Ángel Contreras López; Minister for Control, Miguel Ángel Murillo Aispuro; and Minister of Health, Enrique Claussen.
Ambassador Sybel Galván and the staff from the Permanent Delegation of Mexico to the OECD were instrumental in supporting the OECD in this project.
This report incorporates information shared during an OECD workshop on preventing bid rigging in public procurement, which took place on 18-19 May 2017, which benefited from the participation of Iratxe Gurpegui, Competition Expert, OECD Competition Division; Roberto Zúñiga Cervera, Research Analyst, Mexico’s Federal Competition Commission (Comisión Federal de Competencia, COFECE); José Rodrigo Ríos Dordelly, Director for Regulatory Analysis, COFECE; and Juan Pablo Herrera, Co-ordinator of the Group for Economic Studies, Superintendence for Industry and Commerce, Colombia. Special thanks to ISSSTESON and its officials for their support in organising and carrying out this workshop.
Finally, this review benefited from the invaluable input provided by OECD peers: Joana Candeias, Coordinator of the Unit for Aggregated Purchasing, Central Procurement Body for Health (Portugal); and Carlos Ramírez, then external advisor to the Ministry of Health (Colombia). These peers contributed significantly to the policy dialogue with their ISSSTESON counterparts and enriched the Public Procurement Review with their views, experience and comments.
The review was approved by the OECD Working Party of the Leading Practitioners on Public Procurement (LPP) on 2 August 2019 and declassified by the Public Governance Committee on 23 August 2019. It was prepared for publication by the OECD Secretariat.
