The OECD review of the resourcing of higher education in Portugal was prepared as part of the OECD Resourcing Higher Education Project at the request of Portugal’s Minister for Science, Technology and Higher Education. The Portuguese authorities and the European Commission co-funded the review.
The OECD is grateful to Manuel Heitor, Minister of Science, Technology and Higher Education from November 2015 until March 2022, for initiating the review and to his successors, Elvira Fortunato (Minister Science, Technology and Higher Education) and Pedro Teixeira (Secretary of State for Higher Education), for their continued commitment to the project. The review team also thanks Edgar Romão (Institute for Financial Management of Education – IGeFE) for acting as country co-ordinator and Pedro Barrias (Ministry of Science, Technology and Higher Education) for comments on the draft report.
Warm thanks also go to the representatives of higher education institutions from across Portugal and stakeholder organisations who dedicated their time to online interviews conducted in 2021 and 2022 for the review and who shared analyses and data with the review team. Further thanks go to colleagues in the Directorate-General for Education and Science Statistics (DGEEC) and the Directorate-General for Higher Education (DGES) for providing data and patiently explaining key aspects of Portugal’s higher education policy landscape.
While the report draws on data and analysis from the OECD, Portuguese sources, and a range of other published sources, any errors or misinterpretations remain the responsibility of the OECD team.
The review was co-ordinated by Simon Roy (OECD, Higher Education Policy Team), who was lead author of the review report. Ana Moreno Monroy (OECD, Centre for Entrepreneurship, SMEs, Regions and Cities) was a member of the core review team and undertook the analysis of data and territorial patterns and trends presented in Chapters 2 and 5. Thomas Weko, team leader and senior analyst of the OECD Higher Education Policy Team, provided advice throughout the project. Paulo Santiago, Head of the Policy Advice and Implementation Division in the Directorate of Education and Skills and Andreas Schleicher, Director of the Directorate for Education and Skills, reviewed the publication and provided feedback.
Marika Prince edited the report and provided administrative support for the finalisation of the project. Rachel Linden assisted with the editorial and production processes.
