This country review of early childhood education and care in Luxembourg is part of the OECD’s Quality beyond Regulations project undertaken by the Early Childhood and Schools division within the Directorate for Education and Skills. The review involved two policy missions, partly carried out virtually in light of the Covid-19 pandemic (see Annex A for details). The OECD is grateful to all stakeholders who participated in these missions. The insights and opinions of stakeholders provided the OECD team with important contextual information that contributed to the understanding of Luxembourg’s Early Childhood Education and Care (ECEC) sector and helped with the formulation of policy recommendations.
The OECD would like to warmly thank Georges Metz and Christine Konsbruck, both from Luxembourg’s National Youth Service (Service National de la Jeunesse – SNJ), who acted as national co-ordinators for the project, as well as Claude Sevenig from the Ministry of Education, Children and Youth for initiating and supporting the review. Special thanks are given to Claude Bodeving, Monique Collé, Nicole Faber, Linda Ferreira De Almeida, Pit Lutgen, Simone Mortini and Dora Pereira (Service National de la Jeunesse), Christiane Meyer, Fabienne Leukart and Maria Ramirez, Lucie Waltzer (Direction Générale du Secteur de l’Enfance), Flore Schank (Direction Générale de l’Enseignement Fondamental), Tom Muller (Service de la Formation Professionnelle), Luc Weis, Elisa Mazzucato (Service de Coordination de la Recherche et de l’Innovation pédagogiques et technologiques), Nicole Hekel and Claudine Kirsch (University of Luxembourg) for their support in guiding the work of the review and contributing to its development. The OECD would also like to thank all those who participated in the interviews and meetings during missions or contributed otherwise to the report including representatives from Agence Dageselteren, ECEC providers, parents, and staff and leaders of ECEC settings.
A key part of the preparation of this country review was the development of a country background report on Luxembourg’s ECEC system and policies, following guidelines provided by the OECD, and authored by Christine Konsbruck (SNJ) and Flore Schank (Direction Générale de l'Enseignement Fondamentale). The country background report is an important output from the review process in its own right as well as the main starting point and resource for the review. The OECD is grateful to the authors of the report.
