The new OECD Index of Digital Trade Integration and Openness (INDIGO) measures evolving international discussions and commitments on issues that matter for digital trade across 193 countries, from 2000 to 2024. As such, the INDIGO serves as a critical tool for informing governments’ strategies on digital trade supporting policymakers to identify areas of progress, highlight existing gaps, and inform avenues for greater international cooperation on digital trade. Additionally, the INDIGO can be used for counterfactual “what if?” analysis aiming at assessing the potential impact of policy changes on digital trade integration and openness, such as the WTO Agreement on E-Commerce
