Scaling Up Finance for Clean Hydrogen

The Clean Energy Finance and Investment Mobilisation (CEFIM) programme's workstream on hydrogen supports governments, financial institutions and industry actors to scale up financing for clean hydrogen development. The analyses address challenges faced by these stakeholders – with a special focus on emerging economies – and identify solutions to unlock investments across the hydrogen value chain.

Case studies on financing opportunities, investor dialogues, regional peer-learning activities, and multi-stakeholder events complement and provide insights to CEFIM reports on hydrogen.

The reports were designed to create discussion in support of shaping an agenda on clean hydrogen for the OECD’s CEFIM programme in its partner countries from emerging and developing economies. They focus on understanding the business cases and economic drivers, and identifying suitable policy, de-risking and financing mechanisms to bridge the viability gap and unlock investment. 

The reports are accompanied by several practical tools to raise awareness on the factors that successfully develop clean hydrogen projects:

• A list of statements to support policymakers to carry out a preliminary self-assessment of their country's potential
  
• A checklist to help identify potential barriers to the creation of an enabling environment 
  
• Case studies of clean hydrogen projects, focusing mainly on emerging and developing countries
