Climate Action Dashboard

Under the Paris Agreement, countries committed to strengthen the global response to climate change through the mitigation commitments established in their nationally determined contributions (NDC). They agreed to reduce national greenhouse gas (GHG) emissions while applying the principle of common but differentiated responsibilities and respective capabilities. However, OECD analysis demonstrates that national commitments are insufficient to limit global warming to 1.5°C by the end of this century. This section of the Dashboard provides the set of official GHG emission data and physical climate emission mitigation targets.

Monitoring GHG emission trends is central to countries’ climate action and crucial for measuring progress towards national targets. Visualising the GHG emission trajectory towards national commitments helps to guide policy action and bridge the gap between short-term actions and long-term commitments.

Information on GHG emission intensities tracks how efficiently countries are decoupling emissions from economic growth. This indicator enables the comparison of GHG emissions across countries with varying economic conditions and population levels. 

Information on the structure of emissions helps identify major emitters and guide sectoral policies. Indicators identifying GHG emissions by source can be linked to drivers such as energy and material use, transport and mobility, and developments in sectors like agriculture, forestry, and construction

Monitoring GHG emissions embedded in trade tracks which countries are net importers or exporters of GHG emissions. Contrasting information on emissions based on both consumption and production helps identify the outsourcing of carbon-intensive production.  Emissions can be accounted for using a production-based approach, which reflects the emissions associated with what a country produces, or a demand-based approach, which reflects the emissions generated over the value-chain until final consumption.
