Climate change poses significant threats to people, livelihoods, and ecosystems, exacerbating climate‑related hazards and disasters. Assessing climate impacts and risks is crucial for identifying adaptation needs. This section draws on indicators developed by IPAC, based on earth observation data, that focus on seven key hazards: extreme temperature, extreme precipitation, drought, wildfire, wind threats and river flooding and coastal flooding. It also examines four exposure domains: built-up areas, croplands, forests and population density.

For several decades, evidence has shown that the climate is changing at both local and global levels. All essential climate variables have experienced significant changes over time, notably in temperature and rainfall patterns.

This set of indicators reveals the potential impacts of climate change and can be used to design climate adaptation strategies. The indicators are based on the Intergovernmental Panel on Climate Change’s (IPCC) conceptualisation of climate risk which considers climate-related hazard, exposure, and vulnerability as the key dimensions of disaster risk.
