Looking at multilateral development finance for biodiversity (both concessional and non-concessional) using the biodiversity-related approach in Figure 4.1, estimates show an increase over 2015-22, from USD 1.4 billion in 2015 to USD 5.1 billion in 2021 and USD 11.3 billion in 2022, representing USD 4.8 billion on average for the period. Flows experienced a significant 123% increase from 2021 to 2022 (mainly explained by the significant-like activities). In relative terms, however, the estimated share of biodiversity-related development finance represents a low-share overall of total multilateral development finance over 2015-22 (3%) albeit increasing from 3% in 2021 to 6% in 2022. The peak share recorded in 2022 (6%) can be explained by the significantly high contributions from three multilateral development banks (MDBs, representing 65% of total biodiversity-related finance).
In addition, using the biodiversity-specific approach (see Box 2.1 and Annex A), the analysis finds (Figure 4.2) that finance provided by multilateral institutions increased from USD 0.6 billion in 2015 to USD 2.7 billion in 2021 and USD 5.7 billion in 2022, representing USD 2.4 billion for biodiversity activities on average over 2015-22 (representing 2% of total multilateral development finance). In this approach, contributions toward biodiversity-specific activities also increase by 115% from 2021 to 2022. Importantly, in both methodologies, although the share of principal-like biodiversity-related flows remains relatively small over the period (between 8% and 18% in 2015 to 18% to 36% in 2022), it has been increasing over time, almost doubling from 2021 to 2022, when it reached its peak volume (USD 2.1 billion).
