Stéphan Vincent-Lancrin, Senior Analyst and Deputy Head of Division at the Organisation for Economic Co-Operation and Development (OECD), edited and overviewed this book, which served as knowledge base for the OECD Digital Education Outlook 2023. This book is an output of the OECD Centre for Educational Research and Innovation (CERI) project on “Smart data and digital technology in education: AI, learning analytics and beyond”, led by Vincent-Lancrin.
The 29 chapters of the book have been prepared by the OECD Secretariat, in close consultation with country officials.
Quentin Vidal, Analyst at the OECD, authored the chapters on the Flemish and French Communities of Belgium, Canada, Denmark, Finland, France, Iceland and Sweden.
Natalie Foster, Analyst at the OECD, authored the chapters on Czechia, Italy, New Zealand, and Spain;
Tiago Fragoso, Analyst at the OECD, authored the chapters on Brazil, Chile, Hungary, Ireland, and Mexico;
Jun Yu, Assistant Professor at the National University of Singapore and former Analyst at the OECD, authored the chapters on Austria, England, Estonia, Japan, Korea, the Netherlands, Slovenia.
Hyunkyeong Yun, Intern at the OECD, authored the chapter on Türkiye.
Stéphan Vincent-Lancrin and Quentin Vidal co-authored the chapters on Luxembourg and the United States.
Tatjana Titareva, former Extern at the OECD, and Quentin Vidal co-authored the chapter on Lithuania, and Natalie Foster and Tatjana Titareva, the chapter on Latvia.
The questionnaires on digital infrastructure and governance (Annex) that allowed collecting information about countries’ policies and practices were designed by Stéphan Vincent-Lancrin, Quentin Vidal and Reyer van der Vlies, former Analyst at the OECD. Quentin Vidal was responsible for the coordination of the data collection and liaison with countries. The interviews and validation meetings were led by Vincent-Lancrin and involved country respondents and the OECD project team. Cassie Hague, OECD Analyst, Koen Van Lieshout, former OECD Analyst, as well as OECD colleagues in the “Digitalisation cluster” of the Directorate for Education and Skills are gratefully acknowledged for their comments on the questionnaires and other aspects of the project.

The CERI Smart Data and Digital Technology country coordinators (as well as the country “observers”) made an essential contribution to the project.
