Canada's development co-operation seeks to eradicate poverty and build a more peaceful, inclusive and prosperous world. It believes promoting gender equality and empowering women and girls is the most effective approach to achieving this goal. Canada channelled its bilateral official development assistance (ODA) mainly through multilateral organisations as earmarked funding and the public sector. This was driven by its commitment to supporting Ukraine, Canada's largest ODA recipient in 2022. Canada's total ODA (USD 8.1 billion, preliminary data) increased in 2023, representing 0.38% of gross national income (GNI).
