The report was produced under the overall steering of the OECD Public Governance Committee and the OECD Working Party on Open Government (WPOG). The OECD would like to give special thanks to the delegates and senior public officials of the WPGO – with particular consideration for its chair Katju Holkeri, Head of the Governance Policy Unit in the Ministry of Finance of Finland – for sharing information and co-ordinating responses to the 2020 OECD Survey on Open Government. Respondents to the 2020 OECD Survey on Open Government were country delegates responsible for open government policies and practices in different central/federal government institutions. The Survey was elaborated in close collaboration with the Support Unit of the Open Government Partnership (OGP). One section of the Survey was tested by several non-public stakeholders, while the full Survey was test-run by seven Member countries over the course of 2020.
