This report was led by Adriana García Vargas in a project overseen by Jesús Antón. It was prepared by a large team from the OECD Trade and Agriculture Directorate’s Agriculture and Resource Policies Division, under the lead of Guillaume Gruère and general oversight of Marion Jansen. Mercedes Campi was the author of the innovation chapter, which also benefitted from a background report by the Spanish innovation expert Alfonso Ribas Álvarez. Other contributing authors are Masayasu Asai, Carlos Böke Pascual, Leonie Gollisch, Daniela Rodríguez, and Marta Pinzan. Daniela Rodríguez was in charge of the statistics for the report. Martina Abderrahmane and Michèle Patterson provided invaluable editing and publication support. Valuable input was also received from TAD colleagues Roger Martini, Jerome Mounsey, Francesco Vanni, Martin Von Lampe, and Urszula Ziebinska, as well as from Delia Sánchez Trancón (OECD Environment Directorate).
The review is the result of close co-operation between the OECD and the Spanish Ministry of Agriculture, Fisheries and Food (MAPA). The MAPA team was led by Ignacio Atance Muñiz and included Samuel Juárez Casado, José María García de Francisco and Joaquín Rodríguez Chaparro in Madrid. The coordination with OECD was assured by Lucía Pitarch Mampel and Miguel Riesgo Pablo of the Spanish Delegation to the OECD. Valuable comments and insights were drawn from discussions with policymakers and experts from MAPA, the Ministry for the Ecological Transition and the Demographic Challenge (MITERD) and the National Institute for Agricultural and Food Research and Technology (INIA) at several meetings between June 2022 and January 2023. The authors note with appreciation the comments from Natalia Villalobos Caballero de Rodas and Begoña Pascual Marcos (MAPA) and Javier Ruza Rodríguez and Josefina Maestu Unturbe (MITERD). The Association of Breeders of Avileña-Negra Ibérica cattle provided information for the section on indigenous breeds.
Delegates of the Working Party on Agricultural Policies and Markets (APM) provided valuable feedback. The authors are grateful in particular to Juan David Sáenz Henao (Colombia) and Jean Lanotte (France) for their active participation as peer reviewers during the 88th Session of the APM on 14 March 2023.
This review was declassified by the Working Party on Agricultural Policies and Markets in May 2023.
