The Policy Framework on Sound Public Governance was developed by a team led by Adam Knelman Ostry, Head of the Public Governance Reviews Unit in the Governance Reviews and Partnerships Division (GRP) of the OECD Public Governance Directorate (GOV), and project manager of this work. It was prepared under the guidance of Martin Forst, Head of GRP and Janos Bertok, Acting Director of GOV. Mr Ostry provided strategic guidance to the Framework’s co-ordinators and principal drafters, Iván Stola and Johannes Klein, and to its researcher Emma Phillips. Communications advice was provided by Roxana Glavanov, Amelia Godber and Justin Kavanagh. Editorial support was provided by Patricia Marcelino, and production support by Raquel Paramo. Caroline Varley initiated in 2013 the assessment of lessons learned from a decade’s worth of OECD Public Governance Reviews, from which this Policy Framework draws much of its evidence. Rolf Alter, GOV Director until 2017, provided initial strategic leadership for this work.
This Policy Framework reflects a collective effort with contributions from across the Public Governance Directorate, including from Daniel Acquah, Moritz Ader, Julio Bacio Terracino, Karine Badr, Alessandro Bellantoni, Pauline Bertrand, Eva Beuselinck, Emma Cantera, Marco Daglio, Andrew Davies, Ebba Dohlman, Sara Fyson, Daniel Gerson, David Goessmann, Pinar Guven, Stephane Jacobzone, Céline Kauffmann, Edwin Lau, Chloé Lelievre, Carina Lindberg, Craig Matasick, Cristina Mendes, Carissa Munro, Mariana Prats, Alex Roberts, Ana Maria Ruiz Rivadaneira, Claire Salama, Ernesto Soria Morales, Tatyana Teplova, Daniel Trnka, Bagrat Tunyan, Barbara Ubaldi, Peter Vagy and Martyna Wanat.
