This roadmap was developed under the guidance of Andreas Schaal, OECD Director for Global Relations and Co-operation and OECD Sherpa to the G7, the G20 and APEC; and Marzena Kisielewska, Head of the OECD South East Europe Division.
The work was led by Anita Richter, Deputy Head, and Jovana Pavlovic Djukic, Team Lead for Green Economy and Sustainability, both from the OECD South East Europe Division.
The principal authors are Jovana Pavlovic Djukic, Clémence Girin and Dafina Marashi, all from the OECD South East Europe Division; and Katarína Svatíková, OECD Environment and Economy Integration Division. The roadmap benefitted from substantive inputs and guidance from Peter Börkey, OECD Environment and Economy Integration Division. The lead review of the report was conducted by William Tompson, OECD Eurasia Division.
The OECD team extends its appreciation to the European Commission’s Directorate-General Neighbourhood and Enlargement Negotiations, particularly Sandrine Beauchamp, for her comprehensive support and valuable contribution throughout the development of this roadmap. The roadmap was also reviewed by the EU Delegation in North Macedonia, notably by Maja Bogdanovska-Zendelska.
László Uhri from the Hungarian Ministry of Energy, participant of the regional peer-to-peer learning platform on the circular economy created by the OECD South East Europe Division, provided expert insights and feedback.
The authors express their sincere gratitude to North Macedonia’s circular economy co-ordinator Blerim Zllatku, State Advisor for Industrial Policy, Investments and Corporate Social Responsibility, Ministry of Economy of the Republic of North Macedonia, for his proactive approach that was instrumental in fostering dynamic exchanges and meaningful collaboration among stakeholders throughout the entire development of this roadmap.
The stakeholder group comprised of government and non-government stakeholders, convened by the Ministry of Economy of North Macedonia as part of the roadmap development process, provided invaluable feedback on the drafts of the roadmap and played a crucial role in the prioritisation of policy recommendations. The authors thank the more than 120 participants from North Macedonia’s ministries, agencies, public bodies, industry and private sector representatives, locally present international organisations, and academia for their active engagement.
