The OECD Digital Government Review of Sweden was prepared by the OECD Directorate for Public Governance, under the leadership of Marcos Bonturi.
The Review was produced by the OECD Reform of Public Sector Division, under the supervision of Barbara-Chiara Ubaldi, Acting Head of Division and Head of the Digital Transformation of the Public Sector work.
The Review was drafted by Jacob Arturo Rivera Pérez, Policy Analyst, Digital Government and Open Data Policies, Reform of Public Sector Division, OECD, who also served as the lead co-ordinator for this project. It benefited from the strategic orientation and revisions of Barbara-Chiara Ubaldi. Reginald Dadzie, Junior Consultant, provided data analytical support and contributed with content for Chapter 4. Cecilia Emilsson, Intern, provided desk research support. Raquel Páramo and Javier González provided editorial and administrative support. Jennifer Allain prepared the document for publication.
This project would not have been possible without the support of the Ministry of Finance and the Minister of Public Administration in Sweden, and the valuable support and knowledge provided by the following public officials from OECD countries who acted as peers during the OECD peer review mission to Stockholm in November 2017:
Ms. Pauline Ferris, National, International and Research Group, Cabinet Office, United Kingdom
Ms. Eleanor Stewart, Foreign and Commonwealth Office, United Kingdom
Mr. Oli-Pekka Rissanen, Ministry of Finance, Finland
Ms. Andrea Barenque, former Deputy Director of Open Data at the National Digital Strategy Co-ordination, Mexico.
The OECD Secretariat would like to acknowledge the invaluable contribution of all public officials in Sweden who provided their comments to the document. The OECD is especially grateful to Magnus Enzell, Senior Adviser at the Unit for Digital Government, Ministry of Finance, and the team within the Unit for Digital Government for the support and close collaboration throughout the whole policy review process.
Finally, the Secretariat is also grateful to the experts from civil society, the private sector, academia and other communities who participated in the workshops organised in the context of this Review and the OECD follow-up missions to Sweden.
