Governments around the world are navigating a dynamic and complex landscape characterised by multiple, conflicting priorities, short-term emergencies, long-term challenges, declining public trust and the urgent need to tackle the environmental and digital transitions. More than ever, modern, agile and effective government structures and mechanisms are needed to effectively assess, co-ordinate and implement policies that address citizens’ needs in a timely and efficient manner. Meeting these challenges requires public administrations to improve performance, strategic planning and collaboration across public agencies, develop the right skills and competencies across the administration, enhance regulatory quality, develop evidence-informed policies, and adopt the highest standards of integrity, in order to ultimately achieve their long-term strategic visions and objectives.
In a context of global crises, Uzbekistan has committed to implementing an ambitious reform agenda including on public governance reforms. As in many other countries, successive crises such as the COVID-19 pandemic, Russia’s war of aggression against Ukraine, and the global economic slowdown all have intensified pressures on the government to achieve its policy priorities while providing public services and support to citizens. To navigate both external and internal challenges, Uzbekistan has developed a series of national strategic plans and measures that outline a vision for national development, emphasising the pivotal role of the public administration in driving reforms. By strengthening its public sector, Uzbekistan aims to build a modern, effective and just state that effectively serves the needs of its citizens.
The OECD Public Governance Review of the Republic of Uzbekistan provides an assessment of the central public governance and administrative system of the country. In so doing, it supports the implementation of public administration reforms highlighted in the Concept of Administrative Reform, the Development Strategy of New Uzbekistan, and Uzbekistan 2030 Strategy. The Review looks at priority public governance areas identified jointly with the government of Uzbekistan to support the achievement of its long-term goals. These areas include the effectiveness and modernisation of public administration, policy co-ordination, strategic planning and performance management, gender mainstreaming, public integrity, evidence-informed policy and regulatory quality, and civil service and public administration capacity. The Review builds upon OECD public governance standards, frameworks and insights. Based on the analysis, the Review provides tailored recommendations to help Uzbekistan boost the effectiveness of its public administration.
The evidence and data collected for this Review contributes to the OECD ‘s broader programme of work on effective, innovative, fit-for-the-future and digitally enabled government and citizen-centred services, and on reinforcing trust in government.
