The report has been developed as part of the OECD Reviews of National Policies for Education and implementation support, undertaken by the Policy Advice and Implementation Division led by Paulo Santiago within the Directorate for Education and Skills. The OECD team for Mexico, who has authored this report, was composed of Beatriz Pont as team leader, José-Luis Alvarez as project co-ordinator and Romane Viennet from the OECD Secretariat, Francisco Soares (Brazil) and Marlene Gras (Mexico) (Annex A).
This report is part of the OECD’s efforts to strengthen the capacity for education reform across OECD member countries, partner countries and selected non-member countries and economies. It draws on qualitative and quantitative comparative data from OECD research, desk-based analysis of key aspects of education policy in Mexico, a range of visits and meetings with a number of key education stakeholders in Mexico (Annex B) and regular exchanges with the national co‑ordinator team from the SEP. The OECD team members also made extensive use of statistical information and policy documents from a range of Mexican government institutions, referenced throughout the text as data provided by the Mexican authorities.
The OECD team is indebted to a large number of people and institutions who have been involved throughout the process. The SEP organised meetings following OECD guidance and provided support and much guidance and materials during the study, in particular, the Minister of Public Education at the time of the review, Mr Otto Granados Roldán, and his team at the time, led by Vice-Minister Antonio Avila Díaz (national project co‑ordinator) and Daniela Rocha González, Director of Programme Monitoring and Evaluation. Other colleagues from the SEP were also greatly involved, including Marco Alejandro Calderón Argomedo, Marlenne Mendoza González, Guillermo Zárate Guerrero and Carla Delgado Chiaberto.
