The report was prepared by the Public Sector Integrity Division of the OECD's Directorate for Public Governance, under the leadership of Elsa Pilichowski, OECD Director of Public Governance, and Julio Bacio Terracino, Head of the Public Sector Integrity Division. The report was led and co-ordinated by Frédéric Boehm and drafted by Santiago Borda Esquivel, who also provided significant support throughout the project.
