Les pays de l'Asie émergente sont régulièrement confrontés à diverses catastrophes dont la fréquence augmente en raison du changement climatique, telles que les inondations, les tempêtes, les cyclones, les tremblements de terre, les glissements de terrain et l'activité volcanique. Plusieurs catastrophes récentes ont montré qu’une mauvaise coordination peut exacerber les impacts négatifs. L'OCDE aide les décideurs à identifier les domaines clés dans lesquels optimiser la coordination pour un développement résilient aux catastrophes, et à explorer des solutions innovantes pour atténuer les risques liés aux aléas naturels.

Contexte
La République démocratique populaire Lao à la recherche d'un nouveau modèle de croissance
La croissance économique soutenue de la RDP lao, plus de 7 % par an entre 2000 et 2019, a été tirée par des exportations de produits de base et des financements extérieurs substantiels, notamment de grands projets d'investissement dans les secteurs de l'hydroélectricité, de l'exploitation minière et des transports. Après trois décennies de succès, la RDP Lao fait face aujourd'hui aux lacunes de ce modèle, notamment la lente progression des la mobilisation des ressources domestiques, la concentration des investissements étrangers dans quelques secteurs, l'informalité et l'épuisement des richesses naturelles. L'examen multidimensionnel de l'OCDE identifie des options stratégiques pour passer d'une croissance basée sur les matières premières à un modèle de prospérité plus inclusif, qui mettrait l'accent sur le développement du capital humain et la durabilité écologique.
Les pays d'Asie et du Pacifique sont de plus en plus exposés aux risques naturels, mais leurs capacités budgétaires pour y faire face sont limitées
Les catastrophes naturelles de grande ampleur qui frappent l'Asie et le Pacifique laissent les pays avec des fonds insuffisants pour apporter une aide d'urgence aux victimes et financer les efforts de redressement. Les pays ont de plus en plus besoin de stratégies de gestion des risques pour alléger leur fardeau économique. Ils doivent rechercher des options de financement plus larges et adopter des solutions autres que les mécanismes traditionnels. Les obligations catastrophes (CAT) sont l'une de ces alternatives.
